Canada in the world

What should Canada's role in the world be? I just left a lecture on this topic by Jennifer Welsh, author of At Home In The World. Her lecture was good but brief. The discussion, mostly led by professors, centered on Welsh's suggestion that Canada should pursue model citizenship (I'm not entirely sure what she means by model citizenship; reading the book would likely help). We discussed CIDA, defence policy, the myths of multilateralism and middle powermanship, and trade policy. The basic thrust of Welsh's talk was that Canada should re-think its international vocation. Any ideas?

I sent her an e-mail, asking about how demographic trends may affect the policy window (the opportunity to change).
